The According to the USTR, the US has been intensively working with Central America Free Trade Agreement parnters in order to implement the DR-CAFTA. The USTR stated that the US will implement the DR-CAFTA on a rolling basis as partner countries make enough progress enabeling them to fulfill the commitments of the agreement. The USTR  explained that several countreis are close to being ready to implement needed procedures, but that none has completed all needed procedures. At the present time, El Salvador looks like the country closest to implementation. Its Congress passed a legislative package on December 15, 2005 to implement the DR-CAFTA. The USTR added that "the United States will continue to work intensively with CAFTA-Dr partners to bring them on board as quickly as possible." The USTR, however, limited its statement by stating that the implementation process should not be rushed, because doing so could jeapordize the benefits of the DR-CAFTA to farmers, workers, businesses and consumers in the United States and its DR-CAFTA partners. The US wants to implement the Central American Free Trade Agreement (CAFTA) that includes the US and the Dominican Republic as soon as possible. While Costa Rica has yet to ratify the agreement, the six other signatories-- the Dominican Republic, El Salvador, Guatemala, Honduras, and Nicaragua--have ratified the CAFTA and are at differing stages of putting the requisite laws and regulations into place. The USTR's office claims that the US is ready for the agreement to take effect in early 2006, but that it will only do so with countries that have made sufficient progress in adopting new laws and regulations where necessary. The USTR stated that the US will move forward as long as at least one country is prepared, and will accommodate the others as they become ready. CAFTAlaw.net 12-18-2005
